Michelle Spriggs
Center Director
Michelle Spriggs brings a wealth of expertise to the Kentucky Small Business Development Center (SBDC), where she has been an invaluable team member since 2009. As a credentialed Specialty Trainer and Early Childhood Trainer through the Cabinet for Health and Family Services Division of Child Care, Michelle possesses extensive knowledge of the childcare industry and the critical challenges this sector faces in Kentucky today.
With over 20 years of experience, Michelle has honed her skills in community and economic development, strategic business planning, market and competitor analysis, risk management, government compliance, and human resource management. She holds a Bachelor’s in Small Business Management and Entrepreneurship and a Master’s in Adult and Higher Education, both from Morehead State University.
Michelle has made a lasting impact through her various leadership roles at the Kentucky SBDC. Currently, she leads the Eastern Kentucky Center and spearheads the Kentucky SBDC Childcare Initiative. These positions highlight her dedication to driving meaningful progress for small businesses statewide. Her efforts have empowered hundreds of entrepreneurs to achieve their goals, with a special emphasis on promoting growth and innovation in the childcare industry.
Michelle is a Certified Business Advisor and holds certification from the U.S. Small Business Administration in Export and Trade Counseling.
In her free time, Michelle enjoys spending quality time with family and friends, traveling, gardening, camping, and cheering on the UK Wildcats!
Andrea Taylor
Administrative Assistant
Andrea is a seasoned administrator with 16 years of experience in team management, operational coordination, and delivering exceptional customer service. Her expertise includes overseeing complex systems, data management, and critical problem-solving. Andrea currently serves as an Administrative Assistant with the Kentucky SBDC in Eastern Kentucky, where she supports small businesses by managing client intake, coordinating training workshops, and driving marketing efforts. Previously, Andrea held key roles in public safety and veterinary medicine, including a decade as Lead Telecommunicator for the City of Cape Coral Police and Fire Dispatch, where she supervised 24/7 operations and onboarded new team members. She also has extensive experience as a veterinary technician and practice manager, showcasing her versatility and dedication to service. Andrea holds an Associate Degree in Criminal Justice from Florida Southwestern State College and is certified in public safety telecommunications and leadership. Known for her integrity, teamwork, and commitment to excellence, she thrives in dynamic environments requiring strong organizational and communication skills.
Terri Branham Clark

A lifelong resident of Ashland, Kentucky, Terri graduated from Paul G. Blazer High School in 1985. She attended Ashland Community College for one year before transferring to Marshall University, majoring in Journalism with a minor in History. Terri is currently enrolled at Marshall University pursuing an MA in Public Administration. Terri is a mother of four grown children and proud grandmother of five.
“I began my professional career as a Sportswriter at the Dailly Independent, then transitioned to public relations and development work for nonprofit organizations such as The Paramount Arts Center, Community Hospice, and River Cities Harvest.
In 2018, I was elected KY Representative of the 100th District. I served on the Transportation, Tourism, Natural Resources, and Banking & Insurance committees.
After serving in the General Assembly, I joined the Economic Development staff at FIVCO ADD and worked as the Revolving Loan Fund Coordinator assisting entrepreneurs with funding for small businesses.
Throughout these decades I always maintained a small business – opening the first in 1989. Today I own Vida Loca Properties, Inc. and am a 50% partner in FiveOneFour, LLC.”
